Changes in the 2007 NCHA Rule Book

Standing Rule 2: Proof of NCHA membership required when entering shows
NCHA approved events are restricted to NCHA members only. (All owners and riders must be members in good standing with NCHA to compete in an approved show). Original or copies of NCHA membership cards for both owner and rider must be submitted to the secretary when entering approved NCHA shows. NCHA will provide a grace period to prior-year members until March 1. Show management may assess a $5.00 fine per occurrence when NCHA membership cards are not submitted.

Standing Rule 3: Copy of registration papers required when entering show
All registered horses must be shown under the name assigned to them by their Breed Association, and a copy of registration papers must be submitted to the secretary when entering approved NCHA shows. Show management may assess a $5.00 fine per occurrence when a copy of registration papers is not submitted. and all unregistered horses must be shown under one name only, and said name may not conflict with a registered horse?s name, at any and all contests approved by the NCHA.

Standing Rule 6: Cattle surcharge at weekend shows
Under no condition can the cattle charge exceed entry fee unless (in jackpotted classes only) fresh cattle are provided. However, under special circumstances, a cattle surcharge can be added to the original cattle charge in all classes at weekend shows, if approved in writing in advance of the show by NCHA

Standing Rule 8: "Family-Owned Horses"
Any and all present or future ownership rights to any horse being exhibited in NCHA Non-Professional or Amateur weekend cutting horse classes must be owned by the contestant showing the horse or by the contestant's spouse or child (maximum 29 years old) or by the parent of the child (maximum 29 years old). Remember that Rule 2 states that all owners and riders must be members in good standing with NCHA to compete in an approved show.

Any horse exhibited at NCHA-approved Limited Age Event Non-Professional or Amateur cutting horse contests must be owned by the contestant showing the horse, or by the contestant?s spouse or minor child (21 years of age or less) or minor sibling. Said minor child may ride a horse owned by either parent or legal guardian.

Rider eligibility will be determined by their age at the beginning of each point year. Said minor child may ride a horse owned by either parent or legal guardian or minor sibling.

Parents will also be able to compete in Non-Professional and/or Amateur classes on horses owned by children age 29 or younger at weekend shows and 21 or younger at Limited Age Event shows. Ownership can only be obtained in a manner permitted pursuant to Rule 8.d.4.

Standing Rule 8: Disciplinary action when owner, rider or horse is ineligible
Any owner or rider who shall permit his horse to be entered and compete in an approved class, in which the owner(s), the horse or rider is ineligible, shall be subject to disciplinary action by the Executive Committee.

Standing Rule 8: New limits on amateur eligibility earnings
A maximum of $100,000 may be earned between NCHA-approved weekend earnings and NCHA Limited Age Event earnings to qualify for Amateur status. Members with less than $100,000 in total earnings and with less than $50,000 in either weekend or limited age events at the beginning of the point year will be eligible to compete in one or both of the categories they qualify for. Earnings in excess of $50,000 at the beginning of the point year in either weekend or limited age events will make Amateur card holders ineligible to compete in the category for which they do not qualify.

  • Example 1: If a cutter has earned $35,000 in weekend shows and $55,000 in limited age events at the beginning of the point year, he can continue to compete in as a $50,000 Amateur in weekend shows, throughout the point year, but not in Amateur classes at limited age events.
  • Example 2: If a cutter has earned $61,000 in weekend shows and $22,000 in limited age events at the beginning of the point year, she can continue to compete as a $50,000 Amateur in limited age events throughout the point year, but not in the Amateur classes at weekend shows.
  • Example 3: If a cutter has earned $48,000 in weekend shows and $61,000 in limited age events at the beginning of the point year, she can no longer compete as a $50,000 Amateur because her combined earnings from the two types of events exceed $100,000.

Approved LAE Regulations: Posting the cumulative score
Only the cumulative score will be posted in the arena. No individual scores will be available anywhere on the show grounds or on the internet, except a copy of the official Judge?s Cards, which will be posted on the show grounds on the following day.

SAMS: Marking a reviewed score which remains unchanged
Next to the original score and circle (the judge) indicates the new score and initials same . . . If the judge does not change the original score, he shall initial it within the circle.

SAMS: No adjustment when film evidence is inconclusive
If there is inconclusive film evidence (when a review is made), the call must stand as is. No adjustments will be made.

 

 

 

 

 

 

OCHA STANDING RULES

 A.  GENERAL RULES AND CAUTIONS

1.      All OCHA approved shows shall be conducted under the rules of the National Cutting Horse Association (NCHA).

2.      NCHA rules for judging shall apply to all shows and classes.

3.      Special rules for eligibility shall apply to certain classes.

4.      Dues are due December 31st of each year, with a grace period extending to February 15th.  It is the member’s sole responsibility to be sure his/her membership is current at the time of showing in order for points to count.  NOTE:  If you pay your dues anytime during the year, you must be aware that you are paying dues for that year only and that dues are due again, in full, for the following year as of December 31 (with grace period until February 15th).

5.      It is the contestant’s sole responsibility to determine his/her horse’s eligibility to compete in any class entered.

6.      It is the non-professional rider’s sole responsibility to maintain his/her Non Pro/Amateur status according to the rules of NCHA and other associations.  NCHA rules may be obtained from the Association Secretary or by writing NCHA directly.

7.      Contracts (time payments) to ownership in Non Pro classes are not permitted.  Only registration papers or bill of sale can be used as proof of ownership.

8.      A Board member of OCHA may not accept dues from a prospective member or any active member.  Dues must be paid to the Secretary/Treasurer and shall not be considered paid until said Secretary has so recorded.

 B. BOUNDARIES

For purposes of show approval the boundaries of OCHA are the state of Oregon.

 

C.  ELIGIBILITY

1.      Horse and rider will graduate from classes after the finals each year.

2.      The point year (standings year) begins immediately after the finals show.

3.      For year-end awards, a horse may be shown in any class for which he is eligible.  Points won in a particular class will count toward year-end awards in that class only.

4.      To be eligible for annual awards, or to be listed in the standings, both owner and rider must be members in good standing of OCHA and earn their points in a show approved by OCHA.

5.      A member of OCHA who acts as a sponsor of a show, and who may earn points at said show, shall receive credit for such points and such points shall count toward year-end awards.

 D.  SHOWS

 1.    APPROVALS

Request for Association approval must be in the Secretary’s hands at least sixty (60) days prior to the show time or closing date for entries, whichever is earlier. Approval request must be in writing and include the following information:  a. Name of the show; b. Name of the secretary; c. Starting time and location; d. Name of the judge(s); e. Purses, fees, added moneys and other charges; f. Entry deadlines; g. Classes offered and payoffs therein.

NCHA Approval is required with a variance allowable through the OCHA Show Committee.

A.  PAYOUT AND WORKING ORDER

Failure to pay moneys or work classes in order as advertised will result in withdrawal of approval.  This rule is exempt if, prior to the class, show management and all cutters in said class vote to alter either working order or payout or both from that which was advertised.

 2.     SPECIAL NOTICE

All approved shows shall be published in the newsletter at least thirty (30) days prior to the close of entries.  Any show not meeting this deadline may be approved if a special mailing is sent to the membership at least fifteen (15) days prior to the close of entries by the Association Secretary.  Special mailing is to be paid for by show management.

    3.    PROXIMITY

OCHA will not approve two (2) shows within the state of Oregon on the same day.

   4.    FEES

A. The Association will cover any NSF checks received by show management in OCHA approved classes only provided the said request is made within 60 days of the shows closing date. In the event an NSF check is received by the secretary or by the secretary of an approved show, the Association secretary will send a registered letter to the person issuing said check or stopping payment on a check previously issued to Association or show management, and a fine will be assessed as follows:  1.  First offense: $25 fine and suspension until cleared.  2.  Second offense: $50 fine and immediate suspension for thirty (30) days and the check is cleared whichever is longer.  3. Third offense: $200 fine and permanent suspension

     B.  For jackpot series approved shows the total of association, office and cattle charges may exceed the         entry fees in any such class.  Total jackpot and cattle fees may not exceed $107.00.

C.  Show management may charge up to a $10.00 office fee per cutting entry, per approved class.  This fee shall be collected and forwarded, along with the show report of results, to the Association Secretary.  These fees are not to be included as office and cattle fees nor entry fees.  These $10.00 fees shall not be included when computing the 6% due NCHA (for those classes which are NCHA approved), nor will these fees affect the amount jack potted to each class

D.  Failure on the part of show management to remit the Association fees and show results to the association office within thirty (30) days after said show will result in the Association not approving the same show for two subsequent years.

     5.     NUMBER OF ENTRIES

A  NCHA Rules apply regarding number of horses a rider may ride in NCHA classes.

B. 1,500 Novice Horse class a rider may ride an unlimited number of horses.  In the 3000 Novice/Non Pro class a rider may ride up to two horses per class per contest. In the 500 Novice Rider class the rider may ride only one horse per class per contest.

C.  No more than one rider may ride the same horse in same class at the same show.

     6.   ENTRIES

A.  Unless advertised “No post entries” or “No late entries” an entry must be accepted per NCHA rules.

     B.  The closing date for “No post entries” or “No late entries” shows is the earliest of the following times:  1.  Closing date, as advertised. 2. The time advertised as “horses on the grounds”. 3. The time set for the draw for each class.

C.  Telephone entries:  The person making the telephone entry is the person responsible for paying for that entry, even though he/she was simply making the entry for someone else.

     7.  THE DRAW

A. The draw may be made at any time following the closing date.  The draw must be made per NCHA rules.

B.  In case of error or omission on the part of show management with regard to the draw, corrections will be made in accordance with NCHA rules. 

C.  The order of the draw will be read and posted prior to each class.  Contestants are responsible to notify show management of any error or omission prior to the start of the class.

     8.  WITHDRAWING FROM A CLASS

Any entrant in a show wishing to withdraw from a contest must do so before the draw.  When at all possible show management is encouraged to draw on the same day as the show in order to facilitate an entrant’s need to withdraw from a class.  In order to facilitate any contestants need to withdraw from a class, it is the obligation of show management to make itself available to the contestants when possible.

 If an entrant’s name goes into the draw and he has made no attempt to withdraw his name from the class, that entrant is obligated to pay all fees (office charges, cattle fees, association fees and entry fees) as his entry fee would have been figured in the payoff.  If said entrant does not meet his obligation, he/she may be denied privileges of membership.

E.  CLASSES

 

1.  ELIGIBILITY

    A.  OCHA membership is required to compete in OCHA sponsored shows except for the Open, Non Pro, and Youth, but your earning will not count unless you are a member.

      1.  OCHA members must attend a minimum of three shows per year to receive a year-end award.  (1 weekend generally constitutes 2 shows).

 

B.  The contestant is solely responsible to determine his/her own and his/her horse’s eligibility for any particular class.

 

C.  A current NCHA, Non Pro card is a requirement for all Non Pro classes.  A current NCHA amateur card is a requirement for all Amateur classes.

 

D.  See NCHA rules regarding Non Pro and Amateur eligibility.

 

E. In determining eligibility for OCHA approved classes the eligibility earnings on a horse rider as determined by NCHA will be used.  In addition,

 

F.  Beginning in 2005, eligibility for the below described classes will also be determined by placing at year-end. 

      1.  A horse or rider, which places 1st or 2nd in OCHA year-end standings in 500.

      2.  Eligibility for youth classes is determined by age criteria per NCHA.

 

G.  In regard to eligibility for year end awards, points won in a particular association approved class will count toward that class for that year.

 

H.  OCHA membership starts when the Secretary receives the dues. Points earned prior to membership do not count. 

 

2.  YEAR END AWARDS & RULES and CLASS RESTRICTIONS

1. In all approved classes owners and riders must be current OCHA members in good standings for points to count for year-end awards.

2.  In each class points and/or money won in that class will count towards year-end awards for that class.

 

A.  OPEN

1.  NCHA rules

2.  Open to any horse, any rider, regardless of earnings. No dollar limit or year-end placement eligibility limit on horse or rider.

3.  Horse may be ridden by different riders at different shows. 

 

B.  NON PRO

1. NCHA Rules

2. Rider must hold current Non Pro card issued by NCHA

3.  No dollar limit or year end placement eligibility limit on horse or Non Pro rider.

4. For year end awards, points won counts on the rider.

 

C. NON PRO/NOVICE 10,000

1.  $10,000 limit on the horse as determined by NCHA.

2.  NCHA Rules.

3.  Rider must hold current NCHA Non Pro card issued by NCHA

4.  For year end awards, money won counts on the horse.  A combination of eligible riders may show the horse.

 

D.  3000 NOVICE HORSE/NON PROFESSIONAL

1.  $3,000 limit on the horse as determined by NCHA.

2.  NCHA Rules.   

3.  Rider must hold current NCHA Non Pro card issued by NCHA

8.  For year end awards, money won counts on the horse.  A combination of eligible riders may show the horse.

9. Riders may ride two eligible horses, which may be owned by the contestant or by the contestant’s spouse or minor child or minor sibling.

 

E. 20,000 LIMIT NON PROFESSIONAL

1.  NCHA rules.

2.  Any rider holding a current NCHA, Non Pro card and whose eligibility earnings are less than $20,000 as determined by NCHA may ride in this class.  See NCHA rules for restrictions.

3. For year end awards, points won counts on the rider.

 

 

F.  10,000 AMATEUR

1.  NCHA rules.

2.  Any rider holding a current NCHA Amateur card and whose eligibility earnings are less than $10,000 as determined by NCHA may ride in this class. 

3.  For year end awards, points won counts on the rider.

 

G. 10,000 NOVICE HORSE

1. NCHA Rules

2. Open to any horse with eligibility earnings of $10,000 or less as determined by NCHA.

3. Horse may be ridden by any combination of riders.  However, owner and riders must be Association members in good standing for points to count toward year end awards.

4.  For year end awards, points won counts on the horse.

 

H.  3000 NOVICE HORSE

1. NCHA Rules

2. Open to any horse with eligibility earnings of $3,000 or less as determined by NCHA.

3. Horse may be ridden by any combination of riders.  However, owner and riders must be Association members in good standing for points to count toward year end awards.

4.  For year end awards, points won counts on the horse.

 

I.  1500 NOVICE

1. Open to any horse with eligibility earnings of $1,500 or less as determined by NCHA or NWCHA.

2. Horse may be ridden by any combination of riders.  However, owner and riders must be Association members in good standing for points to count toward year end awards.

4.  For year end awards, points won counts on the horse.

5. A rider may show an unlimited number of horses per class per show.

 

J.  2000 LIMIT RIDER/ANY HORSE

1. NCHA Rules

2. Open to any rider with cutting competition earnings of $2000 or less as determined by NCHA.

3. For year end awards points won counts on rider.

4. Any horse may be ridden regardless of ownership and amount of eligibility earnings.  Non Pro riders are cautioned to be familiar with Non Professional rules.

 

K.  500 NOVICE RIDER

1. Open to any rider with eligibility earnings of $500 or less as determined by NCHA OCHA year end placement eligibility criteria must be met. Any horse may be ridden regardless of ownership and amount of eligibility earnings.  Non Pro riders are cautioned to be familiar with NCHA Non Professional rules.

2. For year end awards points won counts on rider.

3. Rider may ride one horse only per class per contest.

 

L.  SENIOR YOUTH

1. Open to any horse.  Owner must be a member.

2. Open to any youth ages 14 to 18.  Age is that age at the beginning of the point year.

3. Rider does not have to own the horse but is reminded that the owner of the horse must be an OCHA member in good standing.

4. Points won counts on rider for purposes of year end standings.

5. No cattle charges may be assessed for rerun cattle.

6. Maximum entry fee is to be $36.00.

 

M.  JUNIOR YOUTH

1. Open to any horse.  Owner must be a member.

2. Open to any youth ages 13 and under.  Age is that age at the beginning of the point year.

3. Rider does not have to own the horse but is reminded that the owner of the horse must be an OCHA member in good standing.

4. Points won counts on rider for purposes of year end standings.

5. No cattle charges may be assessed for rerun cattle.

6. Maximum entry fee is to be $36.00.

N. $1,500 Rider Never Won a Buckle

1. Open to contestant who are eligible for a Non Pro or Amateur NCHA Card with less than $1,500 in lifetime earning as determined by OCHA or NCHA.

2.  Contestant cannot have won an OCHA or NWCHA year end award Champion buckle in an NCHA approved Class.

3.  Contestant who have won a year end award in the 500 rider buckle may participate if they meet other criteria (Youth buckles excluded).

4.      Contestant must not have won a NWAB series buckle in the NWCHA.

5.      Contestant are responsible for determining their eligibility to compete in this class.

6.      All contestants must be a member and be in good standing with OCHA.           

7.      Entry, Cattle and Association fees will follow the normal OCHA fee guidelines.

8.      This class will be offered at every OCHA show on Saturday only.

9.      A beautiful OCHA buckle will awarded to the winner of the class at each show.

10.  Once the contested has won the OCHA buckle, he/she will not be eligible to compete in this class again.

11.  All of the OCHA buckle winner will compete for a Champion award at the OCHA final show.

O.  PAYOUT

 

At shows that are OCHA and NCHA approved, all OCHA and NCHA approved classes will be paid according to the NCHA mandatory payment schedule.  At shows that are only OCHA approved, classes may be paid by using the NCHA mandatory payment schedule or by using the OCHA recommended payment schedule at show management’s discretion.

 

Payoffs for shows with more than one go round will be paid per NCHA.

 

3. RECOMMENDED OCHA PAYOFF SCHEDULE

1-3 Entries             1 places paid    100%

4-6 entries              2 places paid    60-40

7-9 entries              3 places paid    50-30-20

10-12 entries                      4 places paid    40-30-20-10

13-15 entries                      5 places paid    30-25-20-15-10

16-24 entries                      6 places paid    30-24-18-12-9-7

25 & over              8 places paid    25-20-15-12-10-8-6-4

 

 

4.  Points for year end awards will be determined by money won in those classes, except in the 500 Rider for year end awards points shall be determined as follows: 

A.  Total entries are multiplied by 3

B.  First place rider receives total possible points (if there are 3 entries, 1st place receives 9 points).

C.  Each successive rider receives 3 points less than the place prior to it.  (If 3 entries; 1st place receives 9 points, 2nd place receives 6 points, 3rd place receives 3 points).

D.  In case of ties, the points for the tied placing are added together and split evenly.

E.  To receive points the entrant must show their horse.  In the event an entrant enters the contest but does not compete, total entries are decreased by that entry and year end awards points are awarded accordingly.  Note: Dollar payout is not affected by a non competing entry if that entrant is required to pay their entry fees.

F.  A horse that is shown that receives a score of “0” will still receive points.

 

5.  TIES

A.  In a case of ties, the placing and percentages will be added together and split evenly.  A tie for second between two entries will split second and third. Second and third money will be added and split evenly.

 

B. In case of ties for a trophy: This will be determined or by a coin flip, or, if either contestant desires, a ride-off will occur, using the first available pen of cattle.

 

G.  JUDGES

1. Cutting horse contests, which are approved by OCHA, must be judged by an NCHA judge or an Association member who has become qualified and designated as an OCHA judge.

 

2.  QUALIFICATION

A. To become an OCHA approved judge an applicant must be a current member in good standing of OCHA and must have been a member in good standing for the past two years.

 

B.  To become an OCHA approved judge; an applicant must qualify under the OCHA qualification program.

 

H.  DISCIPLINARY ACTION

1.  The Board of Directors may suspend or deny privileges to any member or non member whose actions it deems detrimental to the best interest of the Associations.  For further reference concerning this action, refer to NCHA Rules, Section VI.

 

2.  Any member or non member may file a complaint against any member or non member who is out of line.

 

3.  There will be a penalty for working a horse in a class for which he is ineligible, whether or not it was intentional.  The Board of Directors will set the penalty, depending on the circumstances.  It is the sole responsibility of the owner and/or rider to determine that he/she or the horse is eligible for the class entered.  The minimum penalty will be forfeiture of entry fees and all money won to the Association in the form of a fine.

 

I.  GOOD OF THE ORDER

1.  The Rules Committee for OCHA will form time to time, makes recommendations to the Board of Directors regarding changes, additions or interpretation of these rules.

 

2.  With regard to unreturned perpetual awards, it is the position of the Association that if the person in possession of said award has been admonished to return said award, and has not, for whatever reason, returned it, he/she shall not be allowed to earn points toward the year end awards until said perpetual award is returned to the Association.

 

3.  All stall fees, entry fees, cattle charges (show fees) must be paid prior to riding in the show with regard to Futurity, other aged events, or any Association approved show, or show management will have the option to charge the contestant an additional fee for the inconvenience.

 

4.  Any reserved stall must be paid for regardless of whether it was used.  The same is true of cattle that have been ordered, delivered, or must be paid for by the Association or show management.

 

5.  No equipment belonging to OCHA may be loaned out without a signature of the person borrowing said equipment.

 

6.  Payment for advertising in the newsletter will be considered delinquent after sixty (60) days, and the member owing for the same shall be subject to suspension.

 

7.  OCHA strictly prohibits all children under the age of 13 being in the show arena, warm up area, or practice pen, except youth preparing to ride in their class.  OCHA strongly recommends to all show management organizations who have obtained approval from these Associations to institute measures to ensure that children under the age of 13 are prohibited from entering the working areas.

 

8.  It is recommended that the Associations sponsor and promote cutting and judging clinics whenever and wherever possible.

 

9.  If a Non Pro wishes to “test ride” a horse prior to purchase he/she should refer to NCHA rules.

 

 

Addendum To OCHA Standing Rules:

 

This addendum take priority over standing rules.

 

Open, Non Pro, 3000 N and 10,000 N will have min. of 2 1/2 cow per cutter with a min of $200 add money and no cap.  20,000 NP, 10,000 N/NP, 10,000 AM, 3000 NP, and 2000 rider will have 2 1/2 cows per cutter with a cap of $128.00.  The 1500 and the 500 Rider will have 2 cows per cutter with a cap of $95.00 with $15.00 will go to the jackpot. NWAB will have a 3 re-run cows per cutter with a cap of $71.00 with $15.00 will go to the jackpot.  The youth will stay the same.

 

 The show class cost/cattle schedule will be as follows:
